大学学生会章程模版第一章总则第一条为推进高校学生自治、维护学生权益、促进校园文化建设，依靠学生自己的智慧和力量，充分发挥学生在大学建设中的积极作用，制定本章程第二条本学生会是在遵守国家、省、市的法律、法规和学校有关规定的基础上,由同学自愿组成的学生自主组织，是学生自我管理、自我服务、自我教育的重要机构第三条学生会的宗旨是全心全意服务同学，本着民主、团结、奋进的原则，组织和领导各类活动，增强同学们的交流、合作意识和创新能力，为创造良好的校园文化环境和提高学生综合素质不断努力第四条学生会必须同各项社会、政治、文化、科学活动保持密切联系，发挥桥梁和纽带作用，在为学生服务的同时，增进学生的政治觉悟和文化素养，努力创造良好的校园文化氛围第二章组织机构第五条学生会的主要机构有主席团、常委会、部门和工作小组第六条学生会主席团是学生会的最高领导机构，成员由学生会主席、副主席若干人和部门负责人组成，主席团成员由学生代表大会选举产生，主席团的主要职责是全面领导学生会的各项工作第七条学生会常委会是主席团的常设机构，由主席团成员和部门负责人组成，主席团主席担任常委会主席，常委会的主要职责是审议学生会各项决议、计划和报告,协调各部门工作，组织和领导各项活动第八条学生会设有文艺、体育、科技、外联、宣传、组织等部门，部门之间应密切协作，共同推进学生会工作第九条学生会可以根据需要和实际情况设立工作小组，专门负责某些具体任务的完成第三章学生会成员第十条学生会会员由全校各学院自主推荐产生，推荐程序由学生会常务委员会负责具体组织第十一条学生会会员应具备以下条件（-）热爱学校，有集体主义精神和奉献精神；

（二）有切合实际的工作能力和责任感，积极投身校园活动；

（三）政治立场坚定，遵纪守法，品德良好，不受处分第十二条学生会会员应定期参加学生会的各项活动和会议，并担任学生会的职务，如因故不能完成学生会委派的任务，应向学生会报告并请假第十三条学生会会员可以向主席团或常委会申请辞去职务，须经主席团或常委会同意方可生效第四章学生会的权利和义务第十四条学生会享有以下权利（-）制定学生会的决议、计划和报告；

（二）依法依规对学校行政、教育等方面提出建议和反映提出意见；

（三）颁发奖状、表彰杰出人士和优秀社团；

（四）依法依规开展学术、文艺、体育等各类活动；

（五）组织联谊、交流、考察等各类非营利性活动；

（六）开展公益性活动和服务性工作第十五条学生会必须履行以下义务（-）维护学校和学生的合法权益；

（二）在校园文化建设方面积极发挥作用；

（三）依法依规开展各项活动；

（四）提高自身工作水平和服务意识第五章学生会的运作第十六条学生会应在学校的指导下，注重调查研究，组织开展活动，接受学校和社会各方面的监督，不断改进和提高工作水平第十七条学生会应加强内部管理，建立健全制度，按照规定程序决策，做到公开、透明，保证学生会各项工作、活动的有序开展第十八条学生会应充分利用和整合各种资源，加强与学校、社区的沟通和联系,扩大学生会的影响力和宣传力度，提高学生会的形象第十九条学生会应该认真履行会议决议，强化信息沟通和交流，加强同学之间互相学习、交流、合作的机会，促进各部门的共同进步第二十条学生会应该坚持民主决策，充分听取各方面意见，推行三重决策机制，确保决策的科学、民主、合理和可执行性第六章学生会的经费第二十一条学生会的经费主要来源是学校、社会捐赠及各部门自筹经费第二十二条学生会应当制定严密的经费管理制度，负责经费使用，保证经费的安全、合理、节约使用第二十三条学生会应当将每学期的收支情况及时向全体会员和学校公示第七章附则第二十四条本章程自学生代表大会通过后生效第二十五条对本章程的修改，由本学生会主席团提出，并报全体会员审议通过第二十六条本章程的解释权属于本学生会主席团Chapter IGeneral ProvisionArticle1This constitutionis formulatedfor thepurpose ofpromoting students;7autonomous management,safeguarding studentsrights and interests,promoting the7construction ofcampus culture,giving fullplay tostudents initiativeand strength,andrelying onstudents wisdomand strength.Article2The Student Union isa self-organizing organizationcomposed ofvoluntarystudents from all majors,which isan importantinstitution forstudents toself-manage,self-serve,and self-educate.Article3The purposeof the student unionis toserve studentswholeheartedly,organize andlead various activities basedon theprinciple ofdemocracy,solidarity andstriving,enhance studentscommunication,cooperation awarenessand innovationability,7make continualefforts to create agood campusculture environment,and enhancestudentscomprehensive quality.Article4The studentunion shallkeep closecontact withvarious social,political,cultural,and scientificactivities,play abridge andlink role,and strivetocreatea goodcampuscultural atmosphere,while servingstudents continuously.Chapter IIOrganizational StructureArticle5The mainbodies of the studentunion arethe Presidium,the StandingCommittee,the departments,and working groups.Article6The Presidium is thehighest leadingbody of thestudentunion,which iscomposedof severalmembers includingthe President,several VicePresidents,anddepartment heads.The membersof the Presidium areelected bythe students7congress.The mainresponsibility of the Presidiumis tolead theoverall work of the Student Union.Article7The Standing Committee isa permanentbody of thePresidium,and allthemembers arefrom thePresidium andthe departmentheads areorganized toconstitute it.The Presidentof thePresidiumisalso theChairman ofthe Standing Committee.The mainresponsibilityoftheStanding Committeeis toexamine thedecisions,plans,and reportsofthe Student Union,coordinate thework ofvarious departments,and organizeand leadvariousactivities.Article8The Student Union hasdepartments includingliterature andart,sports,science andtechnology,external liaison,propaganda,and organization.The departmentsshouldwork closelyand cooperatewith eachother topromote theworkofthe StudentUnion.Article9The Student Union canset upworkinggroupsaccording toneeds andactualsituations,which areresponsible forcompleting specifictasks.Chapter IIIStudent UnionMembersArticle10Student Unionmembers areselected byautonomous recommendationfromstudents inall colleges.The recommendationprocedure isorganized bythe ExecutiveCommitteeofthe Student Union.Article11StudentUnionmembers shouldmeet the following conditions:1Love the school,have collectivismspirit anddedication spirit.2Have realisticwork ability and senseof responsibility,be activelyinvolved incampusactivities.3Be politicallyfirm,observe disciplineand law,have goodmorals,and havenotbeen punished.Article12StudentUnionmembers shouldattend variousactivities andmeetingsregularly,and holdpositions inthe StudentUnion.They shouldreport andapply totheStudent Unionif theyare unableto completethe tasksassigned bythe StudentUnion duetosome reason.Article13StudentUnionmembers canapply toresign fromthe positionto thePresidiumor theStandingCommittee.The resignationis effectiveonly afterthe approvalofthe Presidiumor theStandingCommittee.Chapter IVRights andObligations ofthe StudentUnionArticle14The StudentUnion hasthefollowingrights:1Draft resolutions,plans,and reportsoftheStudentUnion.2Suggest andreflect opinionson administrativeand educationalaspects oftheschool inaccordance withlaws andregulations.3Issue certificatesof merit,honor outstandingfigures andexcellent associations.4Legally organizeacademic,literary andartistic,sports andother activities.5Organize non-profit-making activitiessuch asfriendship,communication,andinspection.6Carry outcharitable activitiesand servicework.Article15The StudentUnion mustfulfill thefollowing obligations:1Safeguard thelegitimate rightsandinterestsoftheschool andstudents.2Play anactive rolein campuscultural construction.3Legally organizevariousactivities.4Improve theirown workabilityandservice consciousness.Chapter VOperation oftheStudentUnionArticle16The StudentUnion shouldstrengthen investigationand research,organizeand carryout activities,be subjectto supervisionfromallaspects oftheschooland society,and continuouslyimprove and enhance theirwork.Article17The StudentUnion shouldstrengthen internalmanagement,establish andimprovesystem,make decisionsaccording toregulated procedures,be openandtransparent,and ensurethat theStudent Unionswork andactivities areorderly carriedout.Article18The StudentUnion shouldfully utilizeand integratevarious resources,strengthen communication and contactwith theschool,community andsocial organizations,expand theinfluence andpublicity oftheStudentUnion,andenhanceits image.Article19The StudentUnion shouldconscientiously fulfillmeeting resolutions,strengthen informationcommunication andexchange,provide opportunitiesfor learning,communicationandcooperation amongstudents,and promotethe commonprogressamong variousdepartments.Article20The StudentUnion shouldinsist ondemocratic decision-making,fully listentoopinions fromall parties,implement the\。
