一、现状及必要性青山村位于我街道东北角,距离市区约5公里,南临杨家湾村,东、北分别与榆中县、皋兰县接壤,西与青白石街道青石湾村、大浪沟村相邻青山村现有农户95户,总人口487人,劳动力223人全村占地面积约3000亩,其中水浇耕地400亩,人均不足
0.8亩,其余为旱地,住宅、道路占地面积约100余亩村民的收入主要以农业收入为主,劳务输出为辅,农民年人均纯收入3000y Lo青山村地势高,坡地多、平地少、旱地多、水浇地少,自然条件差农业灌溉采用四级提灌,受气候、季节制约严重,农业生产条件差,农民人均纯收低通村道路无路基处理,坡高路窄,坑洼不平,群众生产、生活、就医、儿童就学存在诸多不便村内地基极度不稳定,加之附近采石场爆破作业引起的地震和农业灌溉的影响,大部分房屋出现不同程度的裂缝、地基严重下沉等现象,已成为危房且大部分房屋是依山而建的,受到山体滑坡的威胁,村民无法安居乐业因此,将青山村整体搬迁至地势较低、生活环境相对较好、地基稳定的区域才能切实改变群众的生产生活条件,为全面建设小康社会奠定坚实基础
二、指导思想以科学发展观统揽全局,坚持以人为本、改善民生、统筹发展、构建和谐社会,以安全搬迁和稳定安置为主线把新农村建设、农村危旧房改造、残疾人危旧房改造相结合,通过政策扶持引导、政府资金补助、农民筹资投入、社会资金帮扶等多种举措,加快青山村整体搬迁步伐,改善农村住房条件,提高住宅质量和群众生活水平
三、基本原则-坚持以政府扶持引导和农户参与、集中统一建设为主的原则农民是建房的投资主体、实施主体、受益主体,必须尊重农民意愿,引导农民合理用地、依法建房,保障农民群众受惠得益with specificprograms.Implement theactivity ofspecific content,time,responsible person,clear allthe officesof (二)坚持先规划设计、后有序建设的原则搬迁要符合村镇规划、土地利用总体规划,严禁私建乱搭等现象发生
(三)坚持因地制宜、经济适用、布局合理、功能完善的原则建设用地要严格按规划执行,严格控制占用农用地和耕地原则上采用“并联式”建房,限制“独立式”建房节约土地资源,努力降低农民建房成本
(四)坚持节约土地和便于基础设施配套的原则
(五)坚持依法依规原则要严格落实“一户一宅”的规定加强宅基地管理,严禁城镇居民购买宅基地和农民住宅,严禁党政干部以本人或他人名义在农村购置宅基地严格制止以多占宅基地为目的的恶意分户和假借他人名义建房的违法行为
四、搬迁目标及工作任务参照民用建筑、水利、交通、农电、等有关行业标准,结合杨家湾村安置区建设实际,主要建设内容有(-)土地整理确定杨家湾村大坪地区为搬迁安置区域,通过土地置换、流转等方式取得安置区用地30亩
(二)住宅建设
1、在安置区建设民宅67院(含出嫁姑娘民宅2院),采用砖混结构建造,每户用地面积
0.4亩,其中宅基地
0.3亩,道路
0.1亩,总占地面积30亩,每户平均建筑面积110平方米,总建筑面积7370平方米
2、村委员会迁往大坪,占地
3.5亩,其中(村委会占地1亩,文体广场占地
2.5亩),村委会办公楼总建筑面积四百平方米,争取建成农家书屋一个
3、鼓励引导农户使用电磁炉、太阳灶、太阳能热水器、液化石油气等清洁能源计划每户安装1台太阳能热水器,共计67台,通过“家电下乡”、区级清洁能源项目给予补贴
4、做好“三改”工作搞好改厕、改厨、改圈工作每户建成卫生厕所1座,共67座鼓励农户建造清洁厨房、使用清洁能源建设清洁圈舍,改善饲养环境倡导广大农民群众卫生、文明、健康的生活方式,降低疾病发病率
(三)水利设施建设在安置区铺设自来水管主干管3000米及入户管线,实现自来水入户,满足青山村人畜用水需求铺设下水管线主干管3000米和通户管道,实现户户通下水
(四)道路建设在安置区修建青山村级道路3000米完成安置区小街巷硬化20XX米通村主干道安装太阳能节能灯60盏道路两侧绿化植树600株
(五)电力设施改造在杨家湾村至移民安置区,安装80kw配电变压器一台完成380V低压配电主网架3000米和入户线路
五、实施步骤
(一)成立组织机构为加快整体搬迁进程,保证搬迁任务又好又快地完成,我街道成立整体搬迁组长许毅街道办事处主任副组长苏树满街道武装部部长王德川街道办事处副主任成员刘凤鸣“三农”服务中心主任张多应青山村党支部书记张三超青山村村委会主任领导小组:领导小组下设办公室,办公室设在街道“三农”服务中心,由刘凤鸣同志兼任办公室主任,办公室成员由王运迪、苏琰华及青山村两委委员组成
(二)调查摸底、评估阶段街道办事与村委会对整体搬迁的农户基本情况进行认真调查摸底,全面掌握搬迁农户的总户数、人口、地理位置、家庭收入来源、土地及耕地现状、搬迁中存在的问题和困难等并登记造册请相关部门整体搬迁进行合理规划,明确搬迁的步骤和建设计划
(三)宣传动员阶段整体搬迁是一项复杂的工程,涉及面广,政策性强,与群众利益密切相关,是改善群众居住生活条件的需要要提高认识,高度重视,本着好事办好的原则,将此纳入街道工作的重要议事日程做好宣传工作,引导群众借助搬迁的大好机遇来改善居住条件,帮助群众解决实际困难
(四)搬迁实施阶段20XX年4月7月,完成搬迁任务的50%;8月至11月,完成任务的100%;8月至11月底完成电力设施配套,自来水、下水管线入户、主干道亮化、绿化和小街巷硬化任务
(五)验收总结阶段今年年底由街道搬迁领导小组对搬迁建设进行全面的检查和验收对存在的不足和问题进行整改,对于取得的经验、和好的做法要认真的总结,为我街道其他村今后的搬迁积累经验
六、保障措施
(一)加大宣传,营造氛围全体村干部要积极宣传,激发村民对搬迁关注和参与热情,营造良好的舆论环境全体村干部要广泛听取各方面意见,认真做好解释、教育和动员工作,为进一步推进搬迁工作奠定良好的思想基础
(二)明确责任,做好协调要强化大局意识、服务意识和责任意识,建立健全推进搬迁工作责任制,明确责任,各司其职,主动协调配合,形成工作合力要加强对编制规划、制定方案、组织实施等各环节的协调、指导和服务,及时发现和解决问题要紧紧围绕搬迁的目标任务,认真制订工作计划,精心组织、周密部署,抓重点、攻难点,把工作做细、做实,确保搬迁工作稳步推进
