1.The followingrules andregulations areformulated for the purposeof raisingthe studenfsability tomanage,serve andeducate themselves.第一条为进一步促进我院学生宿舍管理制度化、规范化，培养学生“自我管理、自我服务、自我教育”的能力，结合我院实际，制定本规定

2.The dormitory is aplace providedfor studentsto live,study andrest.It is also aplace tonurture thestudentsbehavior andpromote theircultural andethic progress.第二条学生宿舍是学生休息、生活、学习的场所，是学生行为养成教育和学生精神文明建设的重要阵地

3.The objectiveof dormitorymanagement is“safety,civilization,and harmony”and“neatness,cozinessand convenience^第三条学生宿舍管理目标是“安全、文明、和谐”和“整洁、便利、温馨”

4.The dormitoriesare jointlymanaged by the ForeignStudent Administrationand theCollege Officeofthe College.The ForeignStudent Administrationtakes care of:a Nurturingstudents9behavior;b Buildingspiritual civilization.The CollegeOffice takes care of:a SecuritybCleaning workin thecommunity place;c Maintenanceof the facilities.第四条学生宿舍由留学生部和国际教育学院办公室共同管理学生行为养成教育、学生宿舍精神文明建设、住宿秩序等工作由留学生部负责；安全、保卫、保洁、维修、保障等工作由国际教育学院办公室负责Part IIRoom andApartment Arrangement第二章住宿管理

44.3Keep bathroomand lavatoryclean andflush thelavatory afterusing it.第四十四条宿舍公共卫生要求,剩饭菜倒于沿水桶内，不随地倒污水、垃圾、剩饭剩菜，扔果壳、纸屑等杂物，不向宿舍楼外扔1物品；不在宿舍内做饭.不在公共场所堆放物品，私自拉绳晾晒衣物；

2.保持厕所、洗澡间清洁，大小便入池，做到便后放水冲洗；保持墙壁干净

48.The University provides connectionsto internetand cabledTV in the dormitoryto facilitatethelearning andlife incampus.Nevertheless studentsshould notindulge themselvesin itand neglecttheirhealth andstudy.第四十八条学校在学生宿舍开通网络和有线电视是为了方便和丰富学生生活；学生使用网络和有线电视应把握时间，以不影响学习和休息为原则

49.No onemay use the Campusnetwork toproduce,copy,consult ordisseminate thefollowinginformation:1that whichincites resistanceto theConstitution orlaws orimplementation ofadministrativeregulations;2that whichincites subversionof thegovernment orof thesocialist system;3that whichincites splittingof thecountry ordisruption ofnational unification;4that whichincites hatredor discriminationamong ethnicgroups orincites nationalseparatism.Whoever foundcommitting the above mentionedacts shall be expelledfrom the University.第四十九条任何学生不得利用校园网制作、复制、查阅和传播煽动抗拒、破坏宪法和法律、行政法规的信息；不得利用校园网制作、复制、查阅和传播煽动颠覆国家政权、推翻社会主义制度的信息；不得利用校园网制作、复制、查阅和传播煽动分裂国家、破坏国家统一的信息；不得利用校园第页共页1013网制作、复制、查阅和传播煽动民族仇恨、民族歧视，破坏民族团结的信息违者给予开除学籍处分

51.The followingacts are forbidden withoutprior approval:using computernetworks ornetworkresources;changing networkfunctions;adding to,deleting,or alteringinformation stored,processedor beingtransmitted throughthe network;deliberately makingor transmittingviruses;Otheractivities whichharm thenetwork arealso prohibited.Whoever commitstheabovementioned actsshall be given disciplinary penaltyranging froma warningto expulsionfrom theUniversity dependingon theseriousnessofeachcase andpay the loss incurredas well.In casesof extremelyserious violationoffendershall bebrought topublic securityorgans.第五十一条未经允许，任何学生，不得擅自进入计算机信息网络或者使用计算机信息网络资源；不得擅自对计算机信息网络功能进行删除、修改或者增加；不得擅自对计算机信息网络中存储、处理或者传输的数据和应用程序进行删除、修改或者增加；不得故意制作、传播计算机病毒等破坏性程序；不得擅自从事其他危害计算机信息网络安全的活动违者酌情给予警告或记过处分，直至开除学籍，情节严重者移交司法机关处理由此行为造成的损失由学生本人承担

54.Those students who violate the regulations shall bedisciplined according to thePenalties forViolatingthe Rulesof theUniversity第五十四条学生违反本规定，依照《理工大学学生违纪处分暂行规定》的有关条款进行处理XX

55.Those whoperform welland scorehigh in the activitiessuch asModel Dormitoryappraisal shallreceivereward orcommendation.第五十五条在开展文明寝室评定及各项寝室活动中取得优异成绩个人，依照有关文件精神，予以奖励和表彰

56.These regulationscome intoeffect sinceFebruary1,202X;if otherdocuments issuedby theUniversityconflict with the presentregulations,the presentregulationsshallprevail.第五十六条本规定自年月日起施行学校其他有关文件规定与本规定不一致的，以本规定为202X21准

5.Students9hostel are arranged by the university,and bedsand roomsarearrangedby the Office.Students5room shall be allottedby theOffice and no changeshould be made withouttheir permission.第五条学生宿舍住房由学校统一计划调配使用；床位由国际教育学院办公室具体安排学生按指定的床位入住，未经国际教育学院办公室批准，任何部门和个人不得安排学生等人员入住学生宿舍，不得占用、调换床位和寝室

6.Registered studentsshould paythe hostelfee yearlyand livein the dormitory compulsorily.第六条凡取得我院学籍的留学生，均须在学院统一安排的学生宿舍住宿；入住学生宿舍的人员必须在注册时缴纳住宿费，住宿费按学年收取

7.The studentsare not allowed tolive off campus.The studentsmay applyto do so insome specialcases.But theyhave totake their own responsibility.第七条学生不得擅自在校内外租房住宿；如确有特殊情况，须实行严格的申请和审批手续学生租房住宿引起的后果由学生本人承担

8.In caseof suspension,course-completion,graduation ordropout theOffice hasthe fullauthority tomakeits adjustmentso thatno roomshould stayempty..第八条为提高房源利用率，国际教育学院办公室应对因未报到、休学、实习、毕业、退学等原因而空出的床位及时加以调整，班主任要按要求积极配合做好学生的思想教育工作，确保工作按时到位

9.Written applicationto theteacher in charge of their classshould besubmitted by the student,if he/shestays duringvacations.The managementtakescare of the students and shall rearrangetheir rooms.第九条寒、暑假期间，学生因故需在学生宿舍继续住宿者，应书面申请，经班主任同意后报留学生部备案，由国际教育学院办公室统一安排住宿，入住期间要配合管理

10.In caseof suspension,course-completion,graduation orwithdrawal the students need to gothrough theprocedurewiththeOffice.These studentsneed toreturn all the accessoriesto theCollege whichwereprovided to them earlier.The studentsshould taketheir belongingswith themwhen theyleave.Thereshall besome extracharges ifthe procedureis notdone well.In caseof academicsuspension andresumptionthese shall be againnew procedureby theCollege.第十条学生因休学、结业、退学、毕业等原因变更学籍的，应及时办理退宿手续住宿学生退宿后，应及时带走自己的物品；对应该退宿而没有及时办理手续者，所造成的损失概由其本人承担复学后需重U新办理入住手续

11.The studentswho leave the universityshould notdestroy ordamage anyfacilities of the university.第十一条学生离校时应遵守学校制度，文明离校Part HIAssets Management第三章资产管理

12.Universityprovidesall thebasic facilities in the dormitory includingthe power supply andthe watersupply.The studentsshould take good careof all facilities byturning offelectrical applianceand lightsbeforeleaving,and bysaving water.第十二条学生宿舍配套资产均属学院所有，宿舍内供水、供电等设施均由学校统一配置、安装全体师生应爱护供水、供电设施，做到随手关好水龙头，人走灯熄，杜绝“长流水”、“长明灯”

13.In therooms thefacilities provided by Universityare:Computer,air conditioner,refrigerator,washingmachine,electric waterheater,bed,mattress,bandstand,assembled secretaries,table chairs,multipurpose cabinet,lights,electrical fan,door andwindows,window curtain,TV set,remote control,the cabinetfor TVset,TV line,telephone set,telephone line,burglar-proof doorkeys,clotheshorse andsoon.When freshmencome theyneedtocheck facilitiesprovided,sign theinventory listof theapartment.All the studentswhostay in the dormitoryare fullyresponsible ifany damagehappens totheprovided accessories.第十三条学生寝室配套的资产均属学院所有，具体包括电脑、空调、冰箱、洗衣机、热水器、床、床垫、床头柜、组合书桌、椅子、综合柜、照明灯、电扇、门窗、窗帘、电视机、遥控器、电视机柜、闭路线、电话机、电话线、寝室门钥匙、晒衣架等学院统一配置的各类学生学习、生活家具和设备入住时学生签收所配备的电器及家具等生活设施

14.The studentshave toprotect allthefacilitiesprovidedby theUniversity.The managementand studentsshouldkeep eachother todo thework co-operatively insaving andprotecting thefacilities.第十四条爱护公物是学生应尽的义务和责任学生既是住宿人，又是寝室资产使用责任人，要主动配合管理部门的工作开展，自觉抵制和举报损坏公物的不良行为，共同维护好寝室资产

15.All thefacilities in the dormitoryareforbidden to move,refit ordismantle freely,If it is notworkingproperly,the studentsshould report to theOffice forrepair withinthree days.第十五条禁止随意搬动、改装、拆迁学生寝室资产，不得自行将资产搬出房外，不得在学生寝室擅自装修寝室资产出现损坏，应在三天内办理报修手续U

16.If thereis anydamage in the dormitory andnoperson responsiblecan befound thenthe studentshaveto collectivelyshare and bear thecost ofrepair.第十六条资产损坏或丢失，归个人使用或个人损坏的，由责任人承担维修和赔偿费用；属寝室公共部分又不能明确责任人的，由相关全体人员共同承担维修费或赔偿金

17.In caseof graduation,suspension orwithdrawal fromthe college,or roomand apartment第3页共13页rearrangement theOffice shallcheck thefacilitiesin the dormitory.If thereis anydamage orloss ofanyitem thecompensation workshould bedone withinthree weekdays.第十七条学生调整寝室或毕业、休、退学时，应由国际教育学院办公室验收个人使用的单件资产和室内共用资产，方可办理相关手续学生损坏资产的理赔工作，一般要求在三个工作日内完成

18.Damage dueto natureor someirresistible causeare paidbytheUniversity andin caseof toughhandlingthestudenthas to pay.If damageis donedeliberately thenthe fineshall be10times oftheactual priceof thatitem underthe nPenaltiesfor Violatingthe Rules’’・The compensationshall besetby theOffice andForeignStudentsAdministration Department.第十八条资产损坏如属自然损坏或不可抗拒的原因所致维修不收费；属人为直接或间接原因所造成的损坏须照价赔偿和收费维修，根据《理工大学留学生违纪处分暂行规定》故意损坏者除按价赔偿外还XXPart IVDiscipline第四章秩序管理须缴纳倍罚金收费或赔偿标准由办公室会同留学生部共同确定

1019.The studentsshould strictlyobserve thetimetable madebytheCollege.To stayoffcampuswhole nightis not allowed.The gatesshall openat6:00in themorning,and shallclose at22:30at night.Failure togetback bythis timeat nightshall be given penaltyaccordingto the HPenaltiesfor Violatingthe Rulesn.After23:00visiting othersis not allowed.The studentswho arelate orwant toleave the dormitory forsomespecial reasonssuchasillness shouldshow theidentity cardfor registeringat thesecurity guard.第十九条学生应遵守学院作息制度，禁止夜不归宿学生宿舍大门每天按时开，按时关；6002300晚间实行封闭式管理，学生应在以前回宿舍就寝超过规定时间回宿舍视为晚归，杜绝未请假2230整夜未归；以后禁止相互串门；晚归者或晚上超过规定时间因生病等特殊原因需离开宿舍楼者2300须向管理人员说明原因，出示证件，如实登记

20.Boys canenter girlshostel orvice-versa onlywhen theyare registeredbythe guard and after showingIdentitycard.They are not allowedafter21:30at night.It isforbiddentostay forthe wholenight there.第二十条学生进入异性宿舍，须持有效证件经宿舍管理人员登记同意后方可入内，但应在前离2130开异性宿舍禁止男女混宿°

21.Students aresupposed tomaintain dormitoryorder ontheirowninitiative.Inside theirdormitory suchactsas makingbig noise,playing groupgames orsports,gambling,drinking alcoholor beer,or smokingareforbidden.During theclass timeandafter23:00oclock studentsare not allowed tosing songsloudly,to playchess orcard,or toplay musicalinstruments.Turn downstereo volumeso asnot disturbothers.Alcohol orbeer isprohibited indormitories.The corridorsand第4页共13页stairways ofthe dormitoryshould bekept clean.Parking vehiclesand personalproperty thereis notallowed.Thermos,bowl etc.are not allowed tokeep in theguardroom.第二十一条学生应自觉维护学生宿舍的生活、学习秩序不准在宿舍内大声喧哗、吵闹、群体游戏、体育运动等；宿舍内严禁赌博、喝酒、抽烟等行为；上课时间和以后，不允许在宿舍内下棋、2300打扑克、吹拉弹唱等；使用音响的音量应控制在不影响他人休息和学习的范围内；以后禁止相互23:00串门；禁止在宿舍和楼道内停放自行车、堆放杂物、将热水瓶、碗等物品放在门卫室等出入口，保证楼道畅通

22.Students are notallowed to pasteany kindof advertisementsor tobe engagedthe illegalactivity inthedormitory.Trading activityisalsonotallowed inthe dormitory.Throwing goodsout ofthe windowisnot allowed.第二十二条不准在宿舍内随处张贴各类广告、海报及其它宣传资料，禁止在宿舍内从事或协助从事非法活动禁止在宿舍内摆摊设点，或给直销、代销提供场地进行商业活动禁止向楼外抛扔物品

23.Playing cardis notallowed inthe dormitory.Watching,collecting andcirculating unhealthyvideo orreadingunhealthy orvulgar booksare notallowed inthe dormitory.Vulgar drawingsare notallowedto pasteonthewall.第二十三条禁止在宿舍打牌，禁止在宿舍观看、收藏、传播不健康或低级庸俗的书刊及音像制品、物品不准在宿舍墙壁面书写、张贴格调低下的字画

24.Students maymake theirown rulesto manage,supervise andsafeguard the dormitory asa whole.第二十四条寝室成员可以制定相应的寝室文明公约，维护寝室的利益，相互督促，共同遵守Part VSafety第五章安全管理

25.Students shouldtake propercareofthe dormitoryand makeit safeand secureby raisingawareness ofsecurityand conceptof legality.Students shouldstop and then reportto the management thebadbehaviors whichwould endangerthe safetyofthe dormitory.第二十五条学生应自觉维护宿舍安全，增强安全意识和法制观念，提高防范能力和自救逃生能力，及时劝阻、制止、报告损害宿舍安全和正常秩序的不良行为

26.Students cantuse ordestroy firefighting equipmentwithout permission.In caseof fire,call thepolice,leavethesite offire orextinguish thefire,etc.to minimizetheloss.第二十六条爱护消防设施不得擅自使用和破坏宿舍楼内的消防设施发生火警、火灾等灾害事故时，应及时采取报警、撤离现场、灭火等有效措施，将损失降到最低点

28.Students shouldkeep theirown belongingssafely.Before leavingthedormitorythestudentsmust lockthedoor properly.Changing oflocks orlending yourkey toothers should not bedone.Students shouldbealert tothe suspicious-looking men.When therehappens acriminal orpublic securitycase,thestudents onthe sceneshould protectthe sceneand reporttothe management immediately.第二十八条学生应妥善保管好自身财产，做好宿舍防盗工作，养成离舍锁门、就寝栓门的习惯禁止私自调换门锁或另加门锁，不得将本寝室钥匙借与非本寝室成员对形迹可疑的人要提高警惕，发现发生刑事、治安案件时，在场学生应保护现场，及时报告管理人员处理

29.Students shouldnot keepknives,sticks,radioactive substancesand otherdangerous matterswhich ispoisonous,or inflammable,or susceptibleto erosioninthedormitory.Burning wastepaper orlightingcandles inthedormitoryisnotallowed.第二十九条禁止在宿舍内存放刀、棍等攻击性器械以及剧毒、易燃、易爆、易腐蚀等具有放射性、危险性的国家管制性物品禁止在宿舍和楼道内焚烧废纸和杂物；禁止在宿舍点蜡烛Part VIPower Use第六章宿舍安全用电管理

30.Dormitory isthe placewhere studentslive andstudy,so every student shouldeconomize onelectricityand useit properly.第三十条学生宿舍是学生住宿、生活和学习的场所，全体学生应牢固树立安全用电和节约用电意识，自觉学习和掌握用电常识，做到安全用电、节约用电

31.Student shouldtakegoodcareofallfacilities.In caseof exposureof wire,electric leakage,or anydamagethey shouldreporttotheOfficeimmediately.第三十一条全体学生应爱护用电设施，如发现电线损坏、裸露、漏电等现象，应及时报告至国际教育学院办公室

32.Students arenotallowed to removepower line,or topull anotherone toinstall abulb holderwithoutpermission,and notallowedtoextend powersupply facilityinthedormitory,Students shouldnotdestroy powersupply boxor powersupply cableinthedormitory,and alsoshouldnotremove orrepairpower distributionfacilities themselves.第三十二条任何学生不得在寝室内、走廊、卫生间、洗漱间等处私自拆、牵电源线，不得私自安装灯头，不得擅自增设宿舍内的供电设施及供电线路，不得破坏宿舍楼内的供电线槽（盒）和供电第页共6页13电缆，不得拆修配电设施等

33.Counterfeit electricalappliances,which haveno ChinaCompulsory Certification^mark,or toooldtobeused properly,arenotallowedtouse inthedormitory.Students arenotallowedto touchthepower distributionfacility andthe illuminationlamps orapproach thepowersupplyjoint tosomethinginflammable withoutpermission.第三十三条禁止使用假冒伪劣电器、无国家强制性安全认证标志或老化、故障的电器产品任“CCC”何学生不得擅自接触配电设施、照明灯具或将电源接口移近易燃物（如蚊帐）使用（）

34.Things suchas electricheater,electric cookingpot pot,electro thermalfurnace,pressure cooker,electric fryingpan,electric iron,microwave oven,electromagnetic oven,electric blanket,electric cup,juice extractor,foot warmer,drying machine,and otheritem whichshall putexcess loadto electricitymeterarenotallowedinthedormitory.第三十四条禁止使用热得快、电饭煲（锅）、电热炉、高压锅、电炒锅、电熨斗、微波炉、电磁炉、电热毯、电热杯、榨汁机、暖脚器、烘干机、电热水器及其他可能导致超负荷用电和安全系数较低的与宿舍功能不相适应和妨碍水电管理、环境卫生管理的电器具

35.Electricity whichis providedis inFixed QuantityAllocation,and ifyou exceedthe amountthen youhave topay.

35.1Free electricityprovided toeverystudentevery monthin10months is50degrees.The electricityshallbe providedat thebeginning ofthe sessionbytheOffice.

35.2Students mustnot useelectricity atone timeexceeding thelimit of2500watt,otherwise itwill causeswitchtrip

35.3If thedormitory exceedsthe givenquantity ofelectricity,thestudentshavetopay andtake theelectricity.The workingtime forselling electricityis at12:30-13:30from Mondayto Fridayand onholidaysitisat1630-

1730.第三十五条学生宿舍用电实行定额配送、超额收费制度.学生宿舍每月定量供电标准按度/人配送，每年按个月计算供应用电额度每学期开学前15010后国际教育学院办公室将每间寝室一学期的总定额用电量一次性配足,同一寝室同一时间内，同时使用多种电器设备，最大用电功率不得超过瓦特，否则将引起22500开关跳闸及安全隐患.每间寝室超标用电电费，由该寝室学生负担，按规定交费超标用电后，寝室长应主动到国际教3育学院办公室缴纳电费，时间为周一至周五周末和节假日12:30-13:30,1630-

三十三、三十四条者，根据《理工大学学生违纪处分暂行规定》给2XX予警告处分并没收违规电器及相关设备；造成后果者，视情节加重处分并追究其相关法律责任.凡学生因使用电器等原因造成学院、学生人身伤害、财产损失等安全事故者，学院依法追究事3故责任人的责任.拒绝、妨碍工作人员依照规定进行安全用电检查工作者，视其情节轻重给予警告（含警告）以4上处分；寻衅滋事、侮辱、漫骂、威胁、恐吓或殴打工作人员者，视情节轻重给予留校察看以上处分并追究其相关法律责任凡违规用电者，一学年内不得参与评定奖学金，优秀学干等各类各级评优评先活动，出现违章
