1.PurposeTo followthe procedurewhen a fire protection system is out of service soas toensure therisks areminimizedand theduration of the impairmentis limitedas wellas thedamage of the personnelandfacility.通过严格控制消防系统中断过程中各环节来减少以至于最终杜绝消防系统的失效时间，保证消防中断期间潜在的风险对受影响区域的人员和设施日勺损坏降低到最小范围

2.ScopeThis policyapplies toall factoryemployees,contractors and their representativesto provideservicewhen the fire system is impairedpartially ortotally.本程序合用于在工厂里工作的雇员，承包商或者他们日勺代表在工作过程中将要对目前使用I的消防系统导致部分或全部功能中断时定义

3.DefinitionFire ProtectionSystem:Sprinkler systems,standpipe systems,fire hosesystem,underground fireservicemains,fire pumps,water storagetanks,foam-water system,special extinguishingsystem,fire servicecontrol valves,fire alarms,and emergencylights.消防系统指喷淋系统，消防软管，地下消防水管，消防泵，消防水罐，泡沫灭火系统，消防控制）在系统消防中断期间实施合适的减轻灾害措施，应当考虑建筑物的类型，以及消b防中断可持续的时间，消防系统中断期间火灾报警系统仍然在使用日勺功能，其他临近消防系统的状态及其特性以及资产所面临的其他风险状态等）喷淋系统中断协调员应完成或者授权完成防火逃生许可/中断标牌（见计划）的签发，5A并要将此牌挂在受影响区域的消防连接处以此来显示是哪个部门，哪个系统的哪个部分被拆除或者是临时处在失效状态）火灾报警系统中断协调员应完成或者授权完成防火逃生许可/中断标牌（见计划）6A并保证此标牌挂在受影响区域的火灾控制盘上

7.Emergency ImpairmentProcedureWhen anemergency impairmentoccurs,emergency actionwill betaken tominimize thepotentialinjury anddamage.•The IC will implementitems1to6of sectionof PreplannedImpairment withthe followingexception:Any damageto the fire protectionsystem causedby thecontractor will be repairedby alicensed fireprotectioncompany at the contractorsexpense.Any required fire watch activities due to thedamageof the fire protectionequipment will be suppliedby thecontractor.Contractor mustsupply theirownfire watchactivities toensure compliancewith thispolicy andother SEpolicy.紧急中断程序

8.Restoring Systemto Service:When allimpaired equipmentis restoredto normalworking order,the impairment coordinator willverify that the following procedureshave beenimplemented:•Any necessaryinspections andtests have been conductedto verifythat affected systems areoperational.•Maintenance Supervisor for theaffected buildinghas been advised that the protection isresorted.•If a fire alarm system isinvolved,the SE Dept,of Public Safety andmonitoring companyif anyhave been advisedthat theprotection isresorted.•The FireLife Safety System Permit/Impairment Taghave beenshut downand allthefacilities have beenadvisedthattheprotectionisresorted..恢复系统功能8当一种系统恢复到正常的工作状态时，中断协调员要保证下列工作已经完成•所有用来保证系统功能正常的测试和检查都已经完成•受影响区域或者建筑物的维修负责人已经证明消防系统已经恢复正常使用•在消防系统中断期间，火灾报警也波及时，负责公共安全的部门以及安保部门也已经SE证明消防系统功能恢复正常使用•有关此次消防中断日勺所有工作许可都已经关闭，现场的设备恢复正常操作状态.参照程序

4.Responsibility SEemployeesAll the employees whoimpair afire protectionsystem,in wholeor part,must firstnotify theImpairmentCoordinator atthe Department of theEnvironmental Healthand Safety.If theimpairment permit is required,theemployeeswill attachthe FireLife SafetySystem PermitorImpairment Tagschedule Ato firedepartment connectionfor the sprinklers systemimpairment orthecontrol panelfor thefire alarmsystems,and thenissue thePermit toWorkLicense ofFire ControlFacility basedon theManagement Procedureof SafetyWorkPermit.雇员SE任何一种雇员在工作过程中有可能全部或者部分中断一种系统的消防功能时，必须第一时间汇报环境保护健康安全部门的中断协调员，经研究假如确实需要消防系统中断，则从中断协调员那里申请一种防火逃生许可/中断标牌见计划并将此防火逃生许可/中断标牌A,挂在消防中断区域欧喷淋系统阀组或者是火灾报警盘上，然后再按照《安全工作许可证管I理程序》开具在消防设施上开展施工的作业许可证Contractor orOutside Company Representatives:Any contractorortheOutside CompanyRepresentatives whoimpair afireprotectionsystem,inwhole or part,must firstnotify theImpairmentCoordinatorattheDepartmentof theEnvironmental HealthandSafety.If the impairmentpermit isrequired,any contractoror theOutsideCompanyRepresentativeswill attachthe FireLifeSafetySystem Permitor ImpairmentTagschedule A,which wouldbe aprecondition toapply forwork permitbefore startingtheoperation,to firedepartment connectionfor thesprinklers systemimpairmentorthe controlpanelfor thefire alarmsystems.协议商或者外部企业代表任何协议商或者外企业代表在工作过程中有可能全部或者部分中断一种系统的消防功能时，必须第一时间汇报环境保护健康安全部门的中断协调员,假如确实需要消防系统中断，需要从中断协调员那里申请一种防火逃生许可/中断标牌见计划并且将与否开具此标牌作为能否申请作业许可的前置条件，在开始作业施A,工刖，并将此防火逃生许可/中断标牌挂在需要中断区域的喷淋系统阀组或者是火灾报警盘上Impairment CoordinatorIC:

1.ICwilldetermine thelevel ofthe impairmentduetoa shutdown,in wholeor part,of afireprotection system;

2.The ICwill beresponsible for the completionoftheImpairment WorksheetSchedule Bwhenauthorizing Level2impairment.

3.The ICwill beresponsible forissuing andverifying removalof firelifesafety system permit/impairment tagswhen authorizingLevel2impairment.

4.The ICwill beresponsible forcoordination ofthefirewatch,if ithas beendetermined thatafire watchis necessary.The ICwill documentthefirewatchactivitiespreparation orcompletionon ScheduleC,theFire watchLogSheet.

5.The ICwill beresponsibleforproviding trainingto SEemployees中断协调员•中断协调员判断决定此次消防中断的级别以及是部分或者全部的消防功能中断•授权可以级中断时负责完成消防中断表格勺填写见计划2H B•授权可以级中断时负责签发防火逃生许可/中断标牌2•当决定有必要设置看火员时协调看火员，并负责准备看火员值班记录的准备和完成之后额留存（见计划）C•负责为企业内部有可能被指定为看火员的人员提供培训SE

5.Impairment CoordinationProcedure-Level1•All Level1impairment,both plannedand emergency,must bereport tothe impairmentcoordinator.•SEDep.ofthePublic Safetywill be notified ofthe preplanned impairment of afire alarmsystem.•SE SecurityDep.and theFFCC willbe notifiedofthe preplanned impairment of afire alarmsystem.•The impairmentCoordinator willbe ensureLevel1impairments aresatisfactorily remediated中断协调程序一一级

5.1•所有的级消防中断，无论是计划日勺或者是紧急的，都必须汇报给中断协调员1•每次有计划的消防系统中断前，负责公共安全日勺部门应提前被告知SE•的安保部门或者也需要在一种有计划的消防中断之前得到此次中断确实切消息SE FFCC,•中断协调员要保证级消防中断以及充分的提醒给所有有关日勺人员

16.Impairment CoordinationProcedure-Level2Preplanned Impairments:•The SEDept.ofthePublicSafetywillbenotifiedofa preplannedimpairmentofafire alarmsystem.•SE SecurityDep.andtheFFCC willbenotifiedofthepreplannedimpairmentofafire alarmsystem.•The maintenanceSupervisorforaffectedbuildingwillbenotifiedofthe preplannedimpairmentofafire alarmsystem.•The impairmentCoordinator willcomplete theImpairment WorksheetSchedule B.•The impairmentCoordinator willcomplete thefirelife safetysystem permit/impairment tagSchedule A.•The impairmentCoordinator willapprove theapplications tagof firelifesafetysystempermit/impairment whetherthe applicantscomplete ornot.•The ICwill authorizethepreplannedimpairment andverifythatthefollowingprocedures havebeenimplemented.

1.The extentand expectedscope ofthe impairmenthavebeendetermined;

2.The areasor buildinginvolved havebeen consideredand increasedrisksdetermined;

3.When arequired automaticsprinkler systemisoutofservicefor anextended duration,theimpairment coordinator will arrangefor oneofthefollowing:a.Evacuation ofthe peoplein the building orportion ofthe buildingaffected bythe systemoutof serviceb.A firewatch forall portionsofthebuilding leftunprotected bythe shutdownuntil thefire alarmorthesprinklersystem hasbeen returnedback toservice.Firewatchpersonnel usedfor theautomaticsprinkler systemshutdown mustbe speciallytrained in thefireprevention andthefirewatch isresponsibleto takenotes ofthe impairmenteffect.

4.When arequiredfire alarmsystemisoutofservicefor anextended duration,the impairmentcoordinator will arrangefor oneas thefollowing:a.Evacuation ofthe peopleinthebuilding orportion ofthebuildingaffected bythe systemout ofserviceb.Implementation ofmitigating measuresfortheperiod thatthe systemis impaired.This considersthebuilding occupancytype,nature andduration ofimpairment,building occupancylevel duringtheimpairment period,active workbeing conductedon thefirealarmsystem duringtheimpairment,condition ofthe otherfireprotectionsystems andfeatures,and hazardsand assetsat risk.

5.Sprinkler system:theimpairmentcoordinatorwillcomplete orauthorize aFire LifeSafetySystem Permit/Impairment TagSchedule A,making sureit islocated atthefiredepartmentconnection,indicating whichsystem,orpartthereof,havebeenremovedfromservice.

6.Fire alarmsystem:theimpairmentcoordinatorwillcomplete orauthorize aFire LifeSafetySystemPermit/Impairment TagScheduleA,making sureitislocated atfirealarmannunciatoror thefirealarmcontrol panel.中断协调程序一一级

6.2•每次有计划的消防中断都应当通知负责公共安全的部门SE•每次有计划口勺消防中断都应当通知安保部门或者SE FFCC•每次有计划的消防中断都应当通知受影响建筑物的维修负责人I•中断协调员应当填写消防中断表格（见计划）B•中断协调员应当签发防火逃生许可/中断标牌（见计划）A•中断协调员在同意同意之前审核作业许可证申请者与否按照此程序规定完成防火/逃生许可中断标签的申请•中断协调员授权实施有计划的消防中断并保证下述各项贯彻实施I）消防中断所预期持续日勺时间长度及其可能的范围都已经确定1）消防中断影响的区域及其建筑物以及可能增加的风险已经确定2I I）在受中断影响区域的自动喷淋系统失效期间，消防中断需要延长时间时，中断协调员3提前应至少有下述的一项安排）疏散受影响的区域或建筑物内的人员a）应安排看火员值班直到受影响区域消防系统恢复功能为至，接受过专门的培训的b看火员在此期间应巡视受影响区域并做好记录）在受消防中断影响区域的火灾报警系统失效期间，消防中断需要延长时间时，中断协4调员提前应至少有下述日勺一项安排）疏散受影响欧区域或建筑物内的人员a I。
