ROAD CONSTRUCTIONMANUALA.CONSTRUCTION SURVEYPROCEDURESA.l General.The center line of the traveledportion of the roadshallbe locatedin thecenterofthe right-of-way,and shall be locatedin the fieldby anauthorized licensedland surveyor.A.2Stations.Stations shall be establishedalong the road center lineevery fifteen15metersand at all radiuspoints P.C/s andP.T.s.The beginningof thisline shall be designatedas Station10+0andshall startat theexisting streetright-of-way line.Aconstruction stakeshall be placed ateachcenterlinestation.This stakewill showthe stationon theside facingtoward Station10+0andthe cut or fillwhich willestablish thecenterlinegradeon theopposite sideof thestake.A gradelistshowing thestations,stake elevations,cuts andfills shall be presentedto the EmployersRepresentative by the applicantbeforeconstruction begins.A.3Bench Marks.A permanentBench Mark shall beestablished at thebeginning andend ofeachlength of the road.These benchmarksshall bereferenced to the samedatum shownandidentified on theconstruction drawingsfor the road.The BenchMark elevation and adescriptionofeach BenchMarkshall be furnishedto the Employers Representative.B.CLEARING ANDGRUBBING
2.1Clearing.All trees,perishable matter,boulders,structures,fences anddebris ofwhatevernature shall be clearedfrom the fullwidth of the roadwaysection,including areas to bedisturbedbycuts orfills,except thatvaluable shadetrees mayremain in theshoulder areasas providedinSection B.
3.At intersectionsand oncurves,additional clearingmay benecessary toprovideadequatevisibility.This work shall allbe asapproved by the Employers Representative.
2.2Grubbing.All rootsand stumpswithin thelimits of the roadsectionshall begrubbed andexcavated,except thatno grubbingwillbe requiredwhere thefinished roadwaysurface will be onepointfive
1.5meter ormore abovethe originalground surfaceand thefoundation soilissatisfactory.Where treesare clearedand grubbingis notrequired,the trunksshall becut offflushto the ground,if possible,and innoevent more than eighteen18centimeter abovetheground.
2.3Trees.Valuable shadetrees may be permittedto remain in shoulderareasbut notwithinone pointfive
1.5meters of any curb line,if nosubstantialincrease in the riskof injuryor damageresultsbyreason ofits presenceintheparticular placewhere itstands andifno conflictswith utilitieswilloccur.Any suchtree shall beeffectively protectedand preservedso asto insurethat itwillsufferno damageduring constructionoperations.All treebranchesoverhanging theroadway pavementorshoulder areasshall betrimmedto aclearance ofthree pointsix

slopeeasements.Surplus suitablematerials thatcannot beso utilizedshall bedisposed oflawfully ina mannerapproved by the EmployersRepresentative.C.4Blasting.Blasting shall be performedonly bylicensed competentpersonneland shall bedone in accordance with allapplicablelaws,ordinances,rules andregulations pertainingthereto.Local GovernmentAuthority may,at theirdiscretion,require blastsurveysand photographs.D.PREPARATION OFSUBGRADED.l General.All topsoil,soft spots,peat andother organic materialshall bestripped to their fulldepth,and bouldersand ledgerockshall beremoved to a depth of at least thirty30centimeterbelowfinished subgrade.Areas excavatedbelow subgradeshall bebackfilledwith suitablematerial.The suitablematerial shallconsist of sand,gravel andsoil binder,free fromthin orelongatedpieces,lumps ofclay,soil,loam,vegetable matter,frozen materialorstones largerthan fifteen15centimeter ingreatest dimension.Theparticles shall be wellgraded fromcoarse tofine and not morethan10percent shallpass theNo.200sieve.All construction methodsshall conform to therequirements of the National Standardspecificationsfor Subgrade”.An as-built drawingshowingsubgradeelevations alongwith allstorm drainagepipe andcatch basinsmustbe submittedandapproved prior to the installation of the rolledgranular base.Prior to theinstallationofthe rolledgranularbase,the subgradewillbeproof rolledas requiredby theEmployersRepresentative.E.ROLLED GRANULARBASEE.l General.After the subgrade hasbeen rolledand compacted,a rolledgranularbase shall beapplied for the full required width ofpavement plustwenty five25centimeter beyondeach curbline.The rolledgranularbase shall not be less than twenty20centimeter thickaftercompaction onaresidential road/cul-de-sac andnot less thantwentyfive25centimeter thickafter compaction on acollector/industrial road,and shallhave thecross-slope shown on the Standard DetailDrawings.Inledge rock,therolled granularbasethickness shallbeincreased tofifty50centimeter.E.2Materials andMethods.Materials and construction methods shallconform to therequirements ofthe NationalStandard SpecificationsfornRolled GranularBase”.The Employerwillprovide arepresentativesample and test resultsfrom acertified soiltesting laboratorytoverifyconformance with the specifications.F.PROCESSED AGGREGATEBASEF.l General.After therolledgranularbase hasbeen placedandcompacted,a processedaggregate base shall be appliedfor thefullrequired width of pavement plus thirty30centimeterbeyond eachcurb line.The processed aggregatebase shallnot be less than ten10centimeter thickafter compaction on the residentialroad/cul-de-sac and notless thantwenty20centimeter thickaftercompactionon thecollector/industrial roadand shallhave thecross-slope shownontheStandard Detail Drawings.F.2Materials andMethods.Materials andconstructionmethodsshallconform to therequirementsoftheNationalStandard SpecificationsfornProcessed AggregateBase*.TheEmployer willprovide arepresentativesample andtest resultsfrom acertified soiltesting laboratoryto verify conformance with thespecifications.G.BITUMINOUS CONCRETEPAVEMENTG.l General.After theprocessedaggregatebase hasbeen rolledandcompacted,the roadwayshall be surfacedwith bituminous concretefor thefullrequiredwidthofpavementplusthirty30centimeter beyondeachcurblinetoatotal compacteddepthofnot lessthan nine9centimeter for aresidential road/cul-de-sac,andnotlessthan ten10centimeter fora collector/industrial road.Thebituminous concreteshall beapplied bya motorizedself-propelledpaver machinein two2courses.The bottomor bindercourse shallnot be lessthan five5centimeters thickaftercompaction for theresidential road/cul-de-sac andnot lessthan six6centimeter thickaftercompaction forthe collector/industrialroad.The top or surface course shall be notlessthanfour4centimeter thickaftercompaction.In general,No pavingshall be permittedon anyday where thetemperature islessthanforty40degreesFahrenheit.Pavement shall be placedso thateach courseshallhave thecrossslopeshown ontheStandard Details Drawing.G.2Materials andMethods.All materials herebyadvised that the scheduleoutlined belowindicates keyconstructionstepswhich theRegionalTransportationAuthority,or theirauthorizedrepresentatives,wishes toobserveso astoverifycompliance with theapproved drawings,applicable nationalspecifications,and goodconstructionpractice.In thatthe subjectimprovements areproposed to be turnedoverto thehighwayafter completion,the ownermust 8.At thecompletionofcurbing installations,backfilling ofcurbing,grading ofshoulder areasandembankments,priortoloaming andseedingand installationof monuments.The outlineabove servesonly toindicate keypoints inthe constructionprocesswhich theroadfeels arenecessary toobserve soastoensure theadequacyof facilitieswhich itmight beasked toaccept.Additionalinspection andtesting willbe conductedonaperiodic basisand asdeemednecessary.Failure tostrictly followthe ConstructionMonitoringSchedule couldresult inarejection ofthe improvements.As adoptedbytheRegionalTransportationAuthority.ROAD ANDDRAINAGE SPECIFICATIONS1GENERAL:Construction ofpavement,drainage facilities,curbs,sidewalksand relatedwork shallbecarried outin accordancewith thespecificationsofthe Town of Middlefield and in allcases shallbeconstructedunder thesupervision ofa competent,experienced andqualifiedsupervisor.Personsperforming suchwork shallgrant accesstothe working site toany official,agency orcommission ofthe Town ofMiddlefieldhave jurisdictionover streets,roads,developments orotherimprovements atanytime duringthe workfor purposesof examination orinspection forcompliance with allapplicable regulations andspecifications.Persons performingthe workshall alsonotify theFirstSelectman,or anyagency ofthe Town of Middlefieldhaving jurisdiction,when criticalphasesof the work areto beundertaken and when apart ofthe work isto beburied orotherwise renderedsuchthat itcan nolongerbe subjectedto reasonabletest,examinationorinspection.It isthe intentoftheregulationsand these specificationstoprovide formaterials andworkmanshipof goodquality,properly integratedeachpart withall others,and oflasting valuewithoutundue maintenanceeffortor expense.In theevent ofthe absenceof specificationsorregulationsfor anitem ofwork,those performingsuch anitem ofworkshall doso according togood standardsconsistent withaccepted goodpractices.It isalso arequirement that,unless waivedbythe agency oftheTown ofMiddlefieldhavingjurisdiction,those performingwork underthesespecifications allsubmit tothe appropriatetownagency originalsignedcopies ofcertifications thatmaterials incorporatedinthework conformwiththespecifications.It isa furtherrequirement thatthose performingtheworkfurnish,at itsconclusion,a statementfroma ConnecticutRegistered ProfessionalEngineerattesting toits compliance with thesespecifications.Thisengineer shallbe particularlyqualified andexperienced inthe itemsofworkattested to.In theevent ofconflict betweenregulatory documents,the followingwillbe theorder ofprecedence:
